1. Die möglichen Abzüge vom Einkommen werden in den Art. 21 ,25 und 29 StG abschliessend aufgezählt. Ohne gesetzliche Grundlagen darf die Verwaltung keine Abzüge zulassen. Die Art. 21 und 25 StG regeln die Ab­züge von den Einkünften aus selbständiger und unselbständiger Erwerbs­tätigkeit. Da der Rekurrent in den für die Veranlagungsjahre 1981 bis 1986 massgebenden Bemessungsperioden keine Erwerbseinkünfte erzielt hat, kommen diese Artikel nicht zur Anwendung. Im Art. 29 StG, der die allge­meinen Abzüge regelt, sind Abzüge einer Privatperson für Autokosten, Forschungskosten oder Rechtskosten nicht vorgesehen. Die kantonale Steuerverwaltung hat die vom Rekurrenten beanspruchten Abzüge somit mangels einer Grundlage im Gesetz zu Recht gestrichen.2. Der Rekurrent beruft sich auf den Grundsatz der Rechtsgleichheit und beansprucht für sich als «Einzelfirma» dieselben Abzugsmöglichkeiten wie beispielsweise eine AG oder ein Sozialarbeiter. Er übersieht, dass eine AG und ein Sozialarbeiter beide eine Erwerbstätigkeit ausüben und deshalb die für die Erzielung der Einkünfte erforderlichen Aufwendungen abzie- hen können. Der Rekurrent führt keine Einzelfirma und übt keine Erwerbs­tätigkeit aus. Er beruft sich deshalb zu Unrecht auf den Grundsatz der Rechtsgleichheit (vgl. auch StRK 28.11.1986, Nr. 394).
