The Federal Court held that a further extension of a time-limited forest-clearing permit does not automatically require a complete reopening of the original authorization procedure. What is required is a careful reassessment of whether circumstances have changed since the original permit or the last substantive review so that refusal or modification is warranted. The authority must balance the permit holder’s reliance and interests against the public interest; a mere routine extension without such scrutiny is incompatible with the purpose of time limits.
