X. appealed to the Federal Court against a Vaud cantonal decision that had declared his cantonal appeal inadmissible for failure to pay the required security for costs. Legal aid under Art. 64 al. 1 LTF is excluded when the appeal is manifestly devoid of prospects; costs are allocated under Art. 66 al. 1 LTF and may be reduced in light of the appellant’s financial situation.

recours contre l'arrêt du Tribunal cantonal du canton de Vaud, Chambre des recours pénale, du 6 septembre 2013.
Par arrêt du 6 septembre 2013, la Chambre des recours pénale du Tribunal cantonal vaudois a déclaré irrecevable faute de paiement des sûretés requises en couverture des frais et indemnités éventuels (cf. art. 383 al. 1 CPP), le recours de X.________ contre l'ordonnance de non-entrée en matière rendue le 7 août 2013 par le Ministère public de l'arrondissement de Lausanne dans la cause PE13.016163-VIY.
X.________ interjette un recours en matière pénale au Tribunal fédéral contre l'arrêt cantonal. Dans ce contexte, il requiert le bénéfice de l'assistance judiciaire.
En vertu de l'art. 42 al. 1 et 2 LTF, le recourant doit motiver son recours en exposant succinctement en quoi la décision attaquée viole le droit. En l'occurrence, X.________ se borne à affirmer qu'il ne disposait pas des moyens de s'acquitter de l'avance de frais (cf. recours ch. 9-63 p. 8) sans pour autant démontrer en quoi le prononcé d'irrecevabilité y relatif violerait le droit. En outre, il n'établit pas en quoi les constatations cantonales selon lesquelles il n'a déposé aucune requête d'assistance judiciaire, ni fait valoir de prétentions civiles ou émis l'intention d'en faire valoir ultérieurement au sens de l'art. 136 CPP, seraient manifestement inexactes (cf. art. 97 al. 1 LTF). Enfin, il se plaint de la violation de son droit à l'assistance judiciaire au sens des art. 29 Cst. et 6 CEDH d'une manière non conforme aux exigences de l'art. 106 al. 2 LTF. Faute de satisfaire aux exigences de motivation, le recours doit être écarté en application de l'art. 108 al. 1 let. b LTF.
Comme les conclusions du recours étaient d'emblée vouées à l'échec, l'assistance judiciaire ne peut pas être accordée (art. 64 al. 1 LTF). Le recourant devra donc supporter les frais judiciaires (art. 66 al. 1 LTF), réduits à 500 fr. pour tenir compte de sa situation financière.
Le recours est irrecevable.
La demande d'assistance judiciaire est rejetée.
Les frais judiciaires, arrêtés à 500 fr., sont mis à la charge du recourant.
