X.________ challenged a Vaud cantonal decision refusing to follow up on her defamation complaint against a police court president. The Federal Supreme Court held that, as a non-victim private complainant, she generally lacked standing in a criminal appeal and, in any event, her submission did not engage with the cantonal reasoning. The court therefore did not enter into the appeal, rejected her request for legal aid because the appeal was hopeless, and charged her CHF 500 in costs.
Art. 108 al. 1 let. a LTF; standing and minimum reasoning in criminal appeals; a private complainant who is not a victim within the meaning of the Victims Assistance Act generally lacks standing to appeal in criminal matters. Even where party-rights violations may be invoked, the appeal must specifically address the reasoning of the cantonal decision; a failure to deal with the contested grounds renders the motivation manifestly insufficient. Where the appeal is clearly doomed to fail, legal aid under Art. 64 LTF must be refused. Costs may then be imposed on the unsuccessful appellant pursuant to Art. 66 al. 1 LTF.

Faits :

Dans sa séance du 14 juin 2007, le Tribunal d'accusation du Tribunal cantonal vaudois a rejeté le recours de X.________ contre le refus de suivre à sa plainte accusant le Président d'un Tribunal de police de diffamation.
En bref, l'autorité cantonale a considéré que le magistrat visé avait agi dans le cadre de ses fonctions (art. 14 CP) ce qui excluait toute condamnation ou déclaration de culpabilité. De plus, la plainte est apparue abusive, entraînant des frais à la charge de l'intéressée (art. 159 du Code vaudois de procédure pénale).

En temps utile, la plaignante a saisi le Tribunal fédéral d'un recours tendant implicitement à l'annulation de l'arrêt du 14 juin 2007. Elle déclare recourir également contre un autre arrêt relatif à la même plainte (voir 6B_413/2007).
La recourante demande l'assistance judiciaire avec désignation d'un avocat car elle serait indigente.
Le Président considère en droit:

Selon l'art. 108 al. 1 let. a LTF, le Président de la Cour décide en procédure simplifiée de ne pas entrer en matière sur les recours manifestement irrecevables. Il en va de même des recours dont la motivation est manifestement insuffisante (let. b).

En l'espèce, en tant que plaignante qui n'est pas une victime au sens de l'art. 2 al. 1 LAVI, l'intéressée n'a en principe pas qualité pour former un recours en matière pénale (ATF 133 IV 228).
De plus, dans la mesure où l'on pourrait considérer qu'elle fait valoir la violation de ses droits de partie (ATF cité, consid. 2.3.2 p. 233), la motivation présentée est manifestement insuffisante.
En particulier, elle ne tient aucun compte des considérants de droit de l'autorité cantonale.
Dès lors, le recours est irrecevable.

Les conclusions implicites du mémoire paraissaient d'emblée vouées à l'échec, ce qui ne permet pas l'octroi de l'assistance judiciaire avec désignation d''un avocat d'office (art. 64 LTF).
Un émolument modéré est mis à la charge de la recourante qui n'obtient pas gain de cause (art. 66 al. 1 LTF).
Par ces motifs, le Président prononce:

Le recours est irrecevable.
2.
La demande d'assistance judiciaire est rejetée.
3.
Un émolument judiciaire de 500 fr. est mis à la charge de la recourante.
4.
Le présent arrêt est communiqué en copie à la recourante, au Ministère public du canton de Vaud et au Tribunal d'accusation du Tribunal cantonal du canton de Vaud.

As a private complainant who was not a victim within the meaning of the victims' assistance act, she generally lacked standing to bring a criminal appeal.
The court relied on its case law and noted that the case did not show a legally protected victim status; thus ordinary appeal standing was absent.
