Der Präsident zieht in Erwägung:

Das Verwaltungsgericht des Kantons Zürich ist gemäss kantonalem Ausführungsrecht (§ 5 VO BGG/ZH) in Verbindung mit § 43 Abs. 1 lit. g und Abs. 2 VRG/ZH sowie Art. 80 Abs. 2 und 130 Abs. 1 und 4 BGG letzte kantonale Rechtsmittelinstanz in Straf- und Massnahmenvollzugsstreitigkeiten (zur Publikation bestimmtes Urteil des Bundesgerichts vom 22. Dezember 2008 6B_707/2008). Die vorliegende Beschwerde, welche sich gegen die Verfügung der Justizdirektion vom 18. Dezember 2008 betreffend Strafantritt/Halbgefangenschaft richtet, ist deshalb mangels Erschöpfung des kantonalen Instanzenzugs ausgeschlossen. Auf die Beschwerde ist nicht einzutreten. Sie ist dem Verwaltungsgericht des Kantons Zürich zur Behandlung zu überweisen.

Es sind keine Kosten zu erheben und keine Entschädigungen auszurichten.
Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

2.
Die Eingabe der Beschwerdeführerin vom 30. Januar 2009 wird dem Verwaltungsgericht des Kantons Zürich zur Behandlung überwiesen.

3.
Es werden keine Kosten auferlegt und keine Entschädigungen ausgerichtet.

4.
Dieses Urteil wird den Parteien und der Direktion der Justiz und des Innern des Kantons Zürich schriftlich mitgeteilt.
