Der Präsident zieht in Erwägung:

Der Fall betrifft eine Strafsache, weshalb die staatsrechtliche Beschwerde als Beschwerde gemäss Art. 78 ff. BGG entgegenzunehmen ist.

Gemäss angefochtenem Entscheid gilt eine kantonale Beschwerde des Beschwerdeführers gegen eine vorläufige Einstellungsverfügung des Untersuchungsrichteramts Altstätten als nicht eingelegt, weil der Kostenvorschuss nicht bezahlt worden war. Mit der Frage, ob dem Beschwerdeführer die kantonalen Behörden die unentgeltliche Prozessführung hätten bewilligen müssen, hat sich das Bundesgericht endgültig im Urteil 1B_217/2010 vom 29. Juli 2010 befasst. Darauf ist nicht zurückzukommen. Inwieweit die Vorinstanz unter diesen Umständen gegen das schweizerische Recht im Sinne von Art. 95 BGG verstossen haben könnte, als sie mangels Bezahlung des Kostenvorschusses auf die kantonale Beschwerde nicht eintrat, ist der Eingabe des Beschwerdeführers nicht zu entnehmen. Sie genügt folglich den Begründungsanforderungen von Art. 42 Abs. 2 bzw. Art. 106 Abs. 2 BGG nicht. Darauf ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen.

Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.

3.
Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.

4.
Dieses Urteil wird den Parteien und dem Präsidenten der Anklagekammer des Kantons St. Gallen schriftlich mitgeteilt.
