Whether the cantonal return order is an appealable decision under the BGG

The return order is an interlocutory decision, but the appeal is admissible because the old social-insurance practice on appealability had only recently changed and the appellant could not reasonably be expected to plead the new requirements.

A remand does not end the proceedings and is only challengeable under Art. 93 BGG. In this transitional situation, however, the appeal was entered into in a lenient application of the new federal procedural law.
