dass die Beschwerde vom 13. September 2008 diesen inhaltlichen Mindestanforderungen nicht genügt, da sie keine substantiierte Begründung im Sinne einer hinreichend sachbezogenen Auseinandersetzung mit dem angefochtenen Entscheid enthält,
dass deshalb im vereinfachten Verfahren nach Art. 108 Abs. 1 lit. b BGG auf die Beschwerde nicht einzutreten ist und in Anwendung von Art. 66 Abs. 1 Satz 2 BGG auf die Erhebung von Gerichtskosten verzichtet wird,
erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

Es werden keine Gerichtskosten erhoben.

Dieses Urteil wird den Parteien, dem Versicherungsgericht des Kantons Solothurn, dem Amt für Wirtschaft und Arbeit des Kantons Solothurn und dem Staatssekretariat für Wirtschaft schriftlich mitgeteilt.
