L. filed a public-law appeal against a judgment of the Ticino Insurance Court in a social insurance matter. The Federal Supreme Court held that the brief did not satisfy the statutory reasoning requirements: it failed to explain adequately why the lower court’s fact-finding and legal reasoning were unlawful and did not properly invoke any violation of fundamental rights, including economic freedom. The Court therefore declined to enter into the appeal under the simplified procedure and charged the appellant with court costs of CHF 200.

An appeal to the Federal Supreme Court must set out conclusions and reasons in a manner enabling review; the contested decision must be shown, in a concise but specific way, to violate federal law. Alleged violations of fundamental rights are examined only if expressly invoked and substantiated. Where the submission merely criticizes the findings without demonstrating their unlawfulness, especially without specifying the constitutional rights said to be infringed, the Court may decline to enter under Art. 108 para. 1 lit. b LTF. Costs are borne by the unsuccessful party under Art. 66 para. 1 LTF.

Visto:
il ricorso in materia di diritto pubblico del 5 febbraio 2008 (timbro postale) contro il giudizio 8 gennaio 2008 del Tribunale delle assicurazioni del Cantone Ticino,
considerando:
che a norma dell'art. 42 cpv. 1 LTF, gli atti scritti devono tra l'altro contenere le conclusioni e i motivi per i quali il Tribunale federale dovrebbe dare seguito alle richieste ricorsuali,
che nei motivi occorre spiegare in modo conciso perché l'atto impugnato viola il diritto (art. 42 cpv. 2 prima frase LTF),
che di massima il Tribunale federale esamina solamente le censure adeguatamente motivate,
che per l'art. 106 cpv. 2 LTF il Tribunale federale esamina inoltre la violazione di diritti fondamentali soltanto se il ricorrente ha sollevato e motivato tale censura,
che il campo di applicazione di questa norma corrisponde alla prassi vigente sotto l'egida dell'OG per il ricorso di diritto pubblico (DTF 133 IV 286 consid. 1.4 pag. 287),
che per essere ricevibile, l'allegato ricorsuale deve pertanto indicare chiaramente i diritti costituzionali che si pretendono violati, precisando altresì in che consista tale violazione (v. DTF 133 III 393 consid. 6 pag. 397),
che l'atto ricorsuale non indica adeguatamente in quale misura l'accertamento dei fatti da parte dell'istanza precedente (art. 97 cpv. 1 LTF) e le considerazioni giuridiche su di esso fondate sarebbero contrarie al diritto,
che in particolare il ricorrente non spiega in quale misura il giudizio impugnato violerebbe la sua libertà economica,
che in tali circostanze l'allegato sottoposto all'esame del Tribunale federale nel caso in rassegna disattende manifestamente le esigenze di motivazione poste dalla legge,
che trattandosi di un ricorso manifestamente motivato in modo insufficiente, si può decidere di non entrarvi nel merito mediante la procedura semplificata dell'art. 108 cpv. 1 lett. b e cpv. 2 LTF,
che le spese giudiziarie sono poste a carico del ricorrente, soccombente (art. 66 cpv. 1 LTF),
per questi motivi, il Giudice unico pronuncia:

Il ricorso è inammissibile.
2.
Le spese giudiziarie di fr. 200.- sono poste a carico del ricorrente.
3.
Comunicazione alle parti, al Tribunale delle assicurazioni del Cantone Ticino e all'Ufficio federale delle assicurazioni sociali.
