Le Tribunal administratif n'est pas compétent pour apprécier l'opportunité d'une décision et ne peut donc qu'examiner les aspects juridiques d'une mesure d'aménagement routier. Un plan de modération du trafic ne témoigne pas d'un excès du pouvoir d'appréciation de l'autorité, dès lors qu'il a été adopté après consultation des habitants et des autres riverains et que, parmi tous les autres projets envisagés, il concilie au mieux les différents intérêts en présence.
