Im Rechtsmittelverfahren hat grundsätzlich die Partei die amtlichen Kosten zu tragen, wenn sie unterliegt oder auf ihr Rechtsmittel nicht eingetreten wird (§ 198 Abs. 1 lit. c des Gesetzes über die Verwaltungsrechtspflege (VRG) vom 3. Juli 1972). Die Behörde kann die amtlichen Kosten ermässigen oder auf die Kostenauflage verzichten, wenn die Parteien an der Streitsache nicht wirtschaftlich interessiert sind oder wenn besondere Gründe, insbesondere das öffentliche Interesse an einer Abklärung der Streitfrage, dies rechtfertigen (§ 200 Abs. 1 VRG). Bei Stimmrechtsbeschwerden werden in der Regel keine amtlichen Kosten erhoben. Es ist indes zu berücksichtigen, dass der Beschwerdeführer mit seiner Stimmrechtsbeschwerde nicht Interessen als Stimmbürger, sondern seine eigenen Interessen zu wahren versucht (vgl. LGVE 1989 III Nr. 4). Als Grundeigentümer im Gebiet A wehrt er sich gegen den Bau eines Kindergartens in diesem Gebiet bzw. gegen die Umzonung des Grundstücks in die Zone für öffentliche Zwecke (vgl. RRE vom 9. Juli 1991, Protokoll Nr. 1909; RRE vom 3. Dezember 1981, Protokoll Nr. 3192). Mit der vorliegenden Stimmrechtsbeschwerde geht es ihm im wesentlichen darum, die Umzonung des Grundstücks zu verhindern. Nimmt der Beschwerdeführer aber eigene Interessen wahr, so hat er die Kosten des Verfahrens zu tragen.
