Der gemeinderätliche Beschluss vom 3. April 1974 war mit einer Rechtsmittelbelehrung versehen und dem Adressaten ordnungsgemäss zugestellt worden, so dass es dem Regierungsrat auch nicht möglich ist, infolge eines formellen Mangels auf diesen Entscheid zurückzukommen.
