How to calculate building length under § 16(1) NBR when two-storey buildings are connected by single-storey sections.

The wording allows both views, but the department’s interpretation is more consistent with the rule that single-storey buildings are not counted at all. If single-storey buildings may be of unlimited length, it is coherent to disregard them in the length calculation for connected multi-storey volumes, subject to the building-distance requirement. This interpretation also interferes less with building freedom and is therefore preferable in case of doubt.
