Das Gesamtgericht trifft seine Entscheide, Beschlüsse und Wahlen gemäss den Artikeln 16 Absätze 2 und 3 und 22 VGG. Die Beschlussfassung auf dem Zirkulationsweg ist ausgeschlossen, wenn eine Abteilung oder mindestens ein Fünftel der Mitglieder des Gesamtgerichts die Diskussion eines Geschäfts verlangt.
