  1. The civil registrar shall not consider a request for marriage if either of the prospective spouses clearly has no intention of living with the other but wishes to circumvent the provisions on the admission and residence of foreign nationals.
  2. The civil registrar shall grant a hearing to the prospective spouses and may obtain information from other authorities or third parties.
