Bei der Vorbereitung von technischen Normen und anderen Vorgaben des Bundes im Geltungsbereich dieser Verordnung, die nicht ausschliesslich die Bundesverwaltung betreffen, stellt der Bund die Mitwirkung der Kantone und die Anhörung der Partnerorganisationen auf geeignete Weise sicher.
