  1. The cantons shall bring their structure plans into line with the requirements of Article 8d within five years of the amendment of 29 September 2023 coming into force.
  2. The approval of structure plan amendments in accordance with Articles 8c and 18bisshall be conditional upon a structure plan amendment in accordance with Article 8d , which may be carried out in advance or concurrently.
  3. Once the period specified in paragraph 1 has expired, any additional new buildings outside the building zone in the canton concerned shall be subject to compensation until approval has been granted.
  4. Buildings that have already been granted a permit may continue to be constructed without the need for compensation for a non-extendable period of three years following expiry of the period specified in paragraph 1.
