Die zuständige kantonale Behörde beschliesst über die vorzeitige Inbesitznahme des erforderlichen Landes, wenn mit dem Strassenbau vor Abschluss des Landumlegungsverfahrens begonnen werden muss. Vorher sind die Betroffenen anzuhören und alle für die Bewertung des Landes nötigen Vorkehren zu treffen.
