Schiffe dürfen nur mit einer Bewilligung der zuständigen Behörde in Betrieb genommen und betrieben werden. Für Bauten und Infrastrukturanlagen öffentlicher Schifffahrtsunternehmen bestimmt das BAV mit der Plangenehmigung, ob eine Betriebsbewilligung nach Artikel 20 erforderlich ist.
