To prevent abuses, the Federal Council shall regulate value-added services by taking the following measures in particular:
- fixing price limits;
- issuing regulations on the recognisability of value-added services;
- fixing the amounts above which a charge may only be made with the express consent of the users;
- subject to compliance with international obligations, requiring that providers of value-added services have their registered office or a permanent settlement in Switzerland.
