  1. The Federal Council may issue regulations on the introduction of:
    1. a voluntary system for an environmental label (‘eco-label’);
    2. a voluntary system for the evaluation and improvement of environmental protection in establishments (environmental management and auditing).
  2. In so doing, it must take account of international law and internationally recognised technical standards.
