1 and2. .1 3. All those responsible for enforcing this Act as well as experts and members of commissions and technical committees are bound by official secrecy. 4. Confidential information obtained in the implementation of this Act may be disclosed to foreign authorities and international organisations only if this is provided for in an international agreement, decisions of international organisations, or a federal act.2The Federal Council regulates responsibilities and the procedure.3
