  1. The Federal Council may stipulate that parties must file documents with the federal enforcement authority electronically if they regularly:
    1. file submissions in proceedings under this Act; or
    2. have to fulfil a notification requirement based on regulations on the protection of the environment.
  2. It may recognise a different method from a qualified electronic signature for a party to confirm information when electronically filing submissions whose signature is required by law.
