  1. Environmental protection organisations have a right of appeal against any authorisation for putting pathogenic organisms in circulation for lawful use in the environment, subject to the following requirements:
    1. The organisation is active in Switzerland on a national basis.
    2. It was established at least ten years prior to the filing of the appeal.
  2. The Federal Council designates the organisations that have the right to appeal.
  3. The Articles 55a and 55b paragraphs 1 and 2 apply.
