Wenn zur Erhaltung der Bodenfruchtbarkeit neben den weitergehenden kantonalen Massnahmen oder an deren Stelle eine Verschärfung der Vorschriften des Bundes nach Artikel 33 USG notwendig ist, so stellt das Eidgenössische Departement für Umwelt, Verkehr, Energie und Kommunikation (UVEK) dem Bundesrat Antrag.
