The FOEN shall invoice the charge to the subjects liable to pay by 1 June in the calendar year concerned. It shall issue a ruling on the charge in the event of any dispute over the invoice.
At the request of the canton, the FOEN may invoice the canton for the charge if the canton confirms that it collects the charge from the wastewater treatment plants on its territory on the same terms as those of the FOEN. This request must be submitted to the FOEN by 31 March.
Payment must be made within 60 days of the due date. The charge becomes due on receipt of the invoice or, if the invoice is disputed, on the ruling on the charge taking full legal effect in accordance with paragraph 1. In the event of late payment, interest of 5 per cent becomes due.¹
