Allowable costs are those costs that are genuinely incurred and are directly connected with implementing projects giving rise to entitlement to financial contributions.
The costs of the following are allowable for compensatory payments pursuant to Articles 52 and 52a :
the construction of installations and equipment for nitrogen removal;
the measures to eliminate organic trace substances;
the construction and operations of pilot project installations to implement measures to remove nitrogen and eliminate organic trace substances;
the construction of sewers instead of installations and equipment to remove nitrogen and eliminate organic trace substances.
Costs that are not allowable under Articles 52 and 52a are in particular fees and taxes and the cost of acquiring land.
The costs of the following are allowable for compensatory payments pursuant to Article 54b :
compiling the basic data and planning measures;
implementing measures;
acquiring land, easements and formal and de facto expropriation;
marking.
The following in particular are not allowable with regard to compensatory payments pursuant to Article 54b :
any fees incurred;
the cost of creating significant added value that is generated independently of the rehabilitation achieved by the measures;
administrative costs.
