  1. Dieses Gesetz untersteht dem fakultativen Referendum.
  2. Der Bundesrat bestimmt den Zeitpunkt des Inkrafttretens.
  3. Artikel 83 Absatz 2 tritt am ersten Tag des zweiten Monats nach dem unbenützten Ablauf der Referendumsfrist oder mit seiner Annahme in der Volksabstimmung in Kraft.
