Spruch

I. Die Klage wird zurückgewiesen.

II. Die klagenden Parteien sind zur ungeteilten Hand schuldig, dem Bund die mit € 2.788,50 bestimmten Kosten des Verfahrens binnen 14 Tagen bei sonstiger Exekution zu bezahlen.
