Spruch

Die angefochtenen Bescheide werden wegen Rechtswidrigkeit ihres Inhaltes aufgehoben.

Der Bund hat den Beschwerdeführern Aufwendungen in der Höhe von jeweils € 991,20 binnen zwei Wochen bei sonstiger Exekution zu ersetzen.
