Spruch

Die angefochtenen Bescheide werden wegen Rechtswidrigkeit ihres Inhaltes aufgehoben.

Der Bund hat den Beschwerdeführern Aufwendungen in der Höhe von jeweils € 1.106,40 (insgesamt somit € 4.425,60) binnen zwei Wochen bei sonstiger Exekution zu ersetzen.
