Considérant:
que par acte recommandé du 16 mars 2012, A.________ a saisi le Tribunal fédéral d'un recours contre la votation fédérale du 11 mars 2012 concernant l'initiative populaire fédérale "Pour en finir avec les constructions envahissantes de résidences secondaires",
qu'il s'en prend plus particulièrement au texte de l'initiative qu'il estime populiste et trompeur dans la mesure où il n'indique pas dans son intitulé que le taux de résidences secondaires dans les communes serait dorénavant limité à 20% en cas d'acceptation de celle-ci,
que seul le recours en matière de droit public au sens de l'art. 82 let. c de la loi sur le Tribunal fédéral (LTF; RS 173.110) pourrait entrer en considération en l'occurrence, en raison de l'objet de la contestation,
qu'aux termes de l'art. 77 al. 1 let. b de la loi fédérale sur les droits politiques (LDP; RS 161.1), le recours pour violation des droits politiques est notamment recevable contre une votation fédérale pour faire valoir des irrégularités affectant les votations,
qu'un tel recours doit toutefois être adressé au gouvernement cantonal selon le texte clair de cette disposition et la jurisprudence publiée du Tribunal fédéral (ATF 137 II 177), dans les délais fixés à l'art. 77 al. 2 LDP,
que le présent recours, déposé directement devant le Tribunal fédéral, est irrecevable (cf. art. 88 al. 1 let. b LTF),
qu'il y a lieu de le transmettre au gouvernement cantonal comme objet de sa compétence (cf. art. 30 al. 2 LTF),
qu'il sera renoncé à la perception de frais judiciaires (art. 66 al. 1, 2ème phrase, LTF);

par ces motifs, le Président prononce:

Le recours est irrecevable; il est transmis au Conseil d'Etat du canton de Vaud comme objet de sa compétence.

2.
Il n'est pas perçu de frais judiciaires.

3.
Le présent arrêt est communiqué au recourant, au Conseil d'Etat du canton de Vaud et à la Chancellerie fédérale.
