Erwägungen:

X.________ erhob mit Eingabe vom 2. September 2013 (Postaufgabe 3. September 2013) Beschwerde wegen "Rechtsverweigerung gem. Art. 94 BGG".

Gemäss Art. 94 BGG kann gegen das unrechtmässige Verweigern oder Verzögern eines anfechtbaren Entscheids Beschwerde geführt werden. Nach Art. 42 Abs. 2 BGG ist in der Begründung einer Beschwerde in gedrängter Form darzulegen, inwiefern der angefochtene Entscheid Recht verletzt.

Der Beschwerdeführer muss somit darlegen, inwiefern eine Behörde unrechtmässig einen anfechtbaren Entscheid verweigert oder verzögert haben sollte. Dieser Begründungspflicht kommt der Beschwerdeführer nicht nach. Soweit sich aus der schwer verständlichen Eingabe überhaupt ergibt, wirft er dem Kantonsrat des Kantons Zürich vor, ihm trotz Verlangen "das Ermächtigungsverfahrensgesetz und die Ermächtigungsverfahrensverordnung" nicht zugestellt zu haben. Inwiefern der Kantonsrat zu einem solchen Handeln überhaupt verpflichtet sein sollte, legt der Beschwerdeführer nicht dar. Die Beschwerde genügt den gesetzlichen Formerfordernissen offensichtlich nicht, weshalb auf sie im vereinfachten Verfahren nach Art. 108 Abs. 1 lit. b BGG nicht einzutreten ist.

Auf eine Kostenauflage kann verzichtet werden (Art. 66 Abs. 1 BGG).

Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

2.

Es werden keine Kosten erhoben.

3.

Dieses Urteil wird dem Beschwerdeführer schriftlich mitgeteilt.
