dass das Bundesgericht X.________ mit Schreiben vom 3. März 2004 u.a. mitgeteilt hat, dass seine Eingabe den Begründungsanforderungen von Art. 90 Abs. 1 lit. b OG nicht zu genügen vermöge, er jedoch seine Beschwerde innerhalb der noch laufenden Beschwerdefrist verbessern könne,
dass X.________ mit Schreiben vom 4. und 5. März 2004 seine staatsrechtliche Beschwerde vom 20. Februar 2004 zurückgezogen hat,
dass das Beschwerdeverfahren somit als durch Beschwerderückzug erledigt abzuschreiben ist,
dass keine Kosten zu erheben sind,
verfügt:

Das Verfahren wird als durch Rückzug der Beschwerde erledigt abgeschrieben.

Es werden keine Kosten erhoben.

Diese Verfügung wird dem Beschwerdeführer, dem Untersuchungsrichteramt II Emmental-Oberaargau, Untersuchungsrichterin 3, und dem Haftgericht II Emmental-Oberaargau, Haftrichter 1, schriftlich mitgeteilt.
