Considérant en fait et en droit:

Par décision incidente du 30 janvier 2014, le Tribunal administratif fédéral a rejeté la demande d'assistance judiciaire déposée par X.________ dans le cadre du recours qu'il a déposé contre la décision de non-entrée en matière du 13 décembre 2013 de l'Office fédéral des migrations concernant sa demande d'asile.

Agissant par la voie du recours en matière de droit public, il demande au Tribunal fédéral d'annuler la décision incidente rendue le 30 janvier 2014 par le Tribunal administratif fédéral.

3.1. Le recours en matière de droit public est irrecevable contre les décisions en matière d'asile qui ont été rendues par le Tribunal administratif fédéral, sauf celles qui concernent des personnes visées par une demande d'extradition déposée par l'Etat dont ces personnes cherchent à se protéger (art. 83 let. d ch. 1 de la loi fédérale du 17 juin 2000 sur le Tribunal fédéral [LTF; RS 173.110]) et le recours constitutionnel subsidiaire l'est contre les arrêts du Tribunal administratif fédéral (art. 113 LTF a contrario ).

3.2. La voie de recours contre le refus de l'assistance judiciaire, qui est une décision incidente, est déterminée par celle qui est ouverte dans le litige principal (cf. ATF 135 I 265 consid. 1.2 p. 269; 137 II 261). Il s'ensuit qu'il n'y a en l'espèce aucune voie de recours ouverte auprès du Tribunal fédéral.

Le recours est ainsi manifestement irrecevable (art. 108 al. 1 let. a LTF) et doit être traité selon la procédure simplifiée de l'art. 108 LTF, sans qu'il y ait lieu d'ordonner un échange d'écritures. La requête d'effet suspensif est devenue sans objet. Il se justifie de renoncer à percevoir des frais de procédure.

Par ces motifs, le Président prononce:

Le recours est irrecevable.

Il n'est pas perçu de frais de justice.

3.

Le présent arrêt est communiqué au recourant, à l'Office fédéral des migrations et au Tribunal administratif fédéral, Cour IV.
