Erwägungen:

X.________ (geb. 1974) stammt aus Algerien. Er ersuchte in der Schweiz erfolglos um Asyl und wurde am 10. Januar 2013 im Dublinverfahren nach Österreich ausgeschafft. Es besteht gegen ihn eine vom 10. Januar 2013 bis 9. Januar 2016 gültige Einreisesperre. Am 12. Januar 2013 kehrte X.________ illegal in die Schweiz zurück, wo er am 16. Januar 2013 in Ausschaffungshaft genommen wurde, welche der Präsident des Verwaltungsgerichts des Kantons Thurgau am 18. Januar 2013 prüfte und maximal bis zum 16. März 2013 genehmigte. Mit Eingabe vom 18./28. Januar 2013 ersucht X.________ das Bundesgericht darum, ihm zu helfen; er fürchte um sein Leben.

Die Eingabe erweist sich als offensichtlich unzulässig und kann ohne Weiterungen durch den Präsidenten als Einzelrichter im Verfahren nach Art. 108 BGG erledigt werden: Die Rechtsschriften an das Bundesgericht haben die Begehren und deren Begründung zu enthalten, wobei in gedrängter Form darzulegen ist, inwiefern der angefochtene Akt Recht verletzt (Art. 42 Abs. 1 und Abs. 2 BGG). Die Begründung muss sachbezogen sein, d.h. den Gegenstand des angefochtenen Entscheids betreffen. Es ist dabei in gezielter Form auf die für das Ergebnis massgeblichen Ausführungen der Vorinstanz einzugehen (BGE 134 II 244 E. 2.1 - 2.3). Der Beschwerdeführer kritisiert ausschliesslich den Asylentscheid, welcher dem Bundesgericht nicht zur Prüfung unterbreitet werden kann (vgl. Art. 83 lit. d BGG). Verfahrensgegenstand bildet vor diesem einzig die Rechtmässigkeit der angeordneten Ausschaffungshaft zur Sicherung des Vollzugs des Wegweisungsentscheids (vgl. BGE 128 II 193 E. 2.2 S. 197 ff.; 125 II 217 E. 2 S. 220; 121 II 59 E. 2b). Mit der entsprechenden Problematik setzt sich der Beschwerdeführer mit keinem Wort auseinander; soweit er geltend macht, er sei verfolgt und ihm drohe der Tod, ist nicht ersichtlich, inwiefern dies in Österreich der Fall sein könnte. Wenn er einwendet, lieber wieder nach Algerien zurückkehren zu wollen als hier zu bleiben, steht es ihm frei, sein Asylverfahren in Österreich zu beenden und von dort aus heimzukehren.

Es rechtfertigt sich, für das vorliegende Verfahren keine Kosten zu erheben (Art. 66 Abs. 1 2. Satz BGG). Das Migrationsamt des Kantons Thurgau wird ersucht, dafür besorgt zu sein, dass der vorliegende Entscheid dem Beschwerdeführer korrekt eröffnet und nötigenfalls verständlich gemacht wird.
Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.
2.
Es werden keine Kosten erhoben.
3.
Dieses Urteil wird den Verfahrensbeteiligten, dem Verwaltungsgericht des Kantons Thurgau und dem Bundesamt für Migration schriftlich mitgeteilt.
