Autorisation d'exercer une activité indépendante; tardiveté du recours,

recours constitutionnel subsidiaire contre la décision du Tribunal administratif du canton de Vaud du 27 juin 2007.

Considérant:
Que, par décision du 27 juin 2007, le Juge instructeur du Tribunal administratif du canton de Vaud a déclaré irrecevable le recours de X.________ contre la décision du Service de l'emploi du canton de Vaud du 8 mars 2007 refusant à l'intéressé l'exercice d'une activité indépendante, au motif que ledit recours était très largement tardif et que le recourant n'avait fourni aucune explication satisfaisante quant à ce retard,
qu'agissant par la voie d'un recours, traité comme recours constitutionnel subsidiaire (cf. art. 113 ss LTF), X.________ demande au Tribunal fédéral, en substance, d'annuler la décision précitée,
que le dossier de la cause a été requis et produit,
que le recourant fait valoir pour la première fois devant le Tribunal fédéral que la tardiveté de son recours serait due à une dépression faisant suite aux décisions "négatives" rendues à son endroit et l'empêchant d'exercer une activité indépendante, alors qu'il aurait déjà investi le capital de son deuxième pilier en Afrique,
qu'en effet, interpellé par le Juge instructeur du Tribunal administratif au sujet de la tardiveté de son recours, le recourant s'est borné, en bref, à solliciter la délivrance d'un permis d'établissement pour pouvoir se rendre en Afrique et y régler ses affaires,
que le recourant présente au Tribunal fédéral un fait nouveau, qui ne résulte pas de la décision attaquée et qui est irrecevable selon l'article 99 de la loi du 17 juin 2005 sur le Tribunal fédéral (LTF; RS 173.110),
qu'au surplus, la prétendue dépression du recourant n'est pas déterminante dans la mesure où elle serait (en partie) due à la décision du Tribunal administratif,
que, partant, le présent recours est manifestement irrecevable (art. 108 al. 1 let. a LTF) et doit être traité selon la procédure simplifiée de l'art. 108 LTF, sans qu'il soit nécessaire d'ordonner un échange d'écritures,
que, succombant, le recourant doit supporter un émolument judiciaire (art. 66 al. 1 1ère phrase et art. 65 al. 1 LTF).

Par ces motifs, vu l'art. 108 LTF, le Président prononce:

Le recours est irrecevable.
2.
Un émolument judiciaire de 500 fr. est mis à la charge du recourant.
3.
Le présent arrêt est communiqué en copie au recourant, au Service de l'emploi et au Tribunal administratif du canton de Vaud.
