Der Einzelrichter zieht in Erwägung:

Der Beschwerdeführer ersucht das Bundesgericht um seine "Meinung" zu einem Beschluss des Obergerichts des Kantons Zürich vom 27. Dezember 2012, welcher die Kosten- und Entschädigungsfolgen einer eingestellten Strafuntersuchung betrifft. Der Beschwerdeführer stellt indessen keinen Antrag zur Sache, dem zu entnehmen wäre, inwieweit er den angefochtenen Entscheid geändert haben will. Er bezieht sich in der Begründung nicht auf den angefochtenen Entscheid, sondern schildert die Angelegenheit einfach aus seiner Sicht. Damit genügt die Beschwerde den Anforderungen von Art. 42 Abs. 1 und 2 BGG nicht. Darauf ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Ausnahmsweise kann auf eine Kostenauflage verzichtet werden.
Demnach erkennt der Einzelrichter:

Auf die Beschwerde wird nicht eingetreten.

Es werden keine Gerichtskosten erhoben.

Dieses Urteil wird den Parteien und dem Obergericht des Kantons Zürich, III. Strafkammer, schriftlich mitgeteilt.
