Der Präsident zieht in Erwägung:

Auf eine vom Beschwerdeführer erstattete Strafanzeige wegen Amtsmissbrauchs, übler Nachrede sowie Anstiftung zu gesetzwidrigem Verhalten und Urkundenfälschung im Zusammenhang mit einer Überbauung trat die Staatsanwaltschaft IV Berner Oberland am 20. Juni 2007 nicht ein. Den dagegen erhobenen Rekurs wies die Anklagekammer des Obergerichts des Kantons Bern mit Beschluss vom 9. Januar 2008 ab, soweit es darauf eintrat.
Der Beschwerdeführer hat mit Eingabe vom 14. Februar 2008 eine "offene Beschwerde" beim Bundesgericht eingereicht. Soweit er sich damit gegen den Beschluss der Anklagekammer richtet, ist sie als Beschwerde in Strafsachen entgegenzunehmen. Die Legitimationsvoraussetzungen dazu ergeben sich aus Art. 81 BGG. Da der Beschwerdeführer weder Privatstrafkläger noch Opfer oder Strafantragsteller im Sinne von Art. 81 Abs. 1 lit. b Ziff. 4 - 6 BGG ist, und er auch sonst - insbesondere als Geschädigter (BGE 133 IV 228 E. 2) - kein rechtlich geschütztes Interesse an der Aufhebung oder Änderung des angefochtenen Entscheids hat, ist er zur Beschwerde nicht legitimiert.
Unabhängig von der Legitimation in der Sache kann eine Verfahrenspartei die Verletzung jener Parteirechte rügen, die ihr nach dem kantonalen Verfahrensrecht oder unmittelbar aufgrund der Bundesverfassung zustehen (vgl. BGE 128 I 218 E. 1.1 S. 220). Die Verletzung von Grundrechten und von kantonalem Recht prüft das Bundesgericht nur insofern, als eine solche Rüge in der Beschwerde vorgebracht und begründet worden ist (Art. 106 Abs. 2 BGG). Der Beschwerdeführer behauptet eine "fortwährende Rechtsmissachtung und Rechtsverweigerung". Seine Ausführungen beziehen sich ganz überwiegend auf das Verfahren im Zusammenhang mit dem Bauvorhaben, das ihn zur Strafanzeige veranlasst hat. Dass und inwiefern er aber im vorliegenden Strafverfahren eine formelle Rechtsverweigerung erlitten hätte, legt er nicht dar. Damit genügt er den minimalen Begründungsanforderungen von Art. 42 Abs. 2 bzw. 106 Abs. 2 BGG nicht. Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG).
Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.
2.
Die Gerichtskosten von Fr. 800.-- werden dem Beschwerdeführer auferlegt.
3.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Bern, Anklagekammer, schriftlich mitgeteilt.
