Der Präsident zieht in Erwägung:

Im angefochtenen Entscheid trat die Vorinstanz auf eine kantonale Beschwerde nicht ein, weil der Beschwerdeführer eine Frist zur Verbesserung bzw. Ergänzung der Eingabe um drei Tage versäumt hatte (angefochtener Entscheid S. 3 E. 3). Unter diesen Umständen kann vor Bundesgericht nur die Frage der versäumten Frist aufgeworfen werden. Dazu äussert sich der Beschwerdeführer indessen nicht. Seine Vorbringen, die sich auf materielle Ausführungen zur Sache beschränken, können nicht gehört werden. Darauf ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Seiner finanziellen Lage ist bei der Bemessung der Gerichtsgebühr Rechnung zu tragen (Art. 65 Abs. 2 BGG).

Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.

3.
Dieses Urteil wird den Parteien und dem Verwaltungsgericht des Kantons Schwyz, Einzelrichter, schriftlich mitgeteilt.
