Der Einzelrichter zieht in Erwägung:

Der Beschwerdeführer wurde in Anwendung von Art. 42 Abs. 5 BGG mit Verfügung vom 17. Februar 2011 aufgefordert, den fehlenden angefochtenen Entscheid bis 28. Februar 2011 nachzureichen, ansonsten die Rechtsschrift unbeachtet bleibe. Dagegen erhob er "Einspruch", weil die Verfügung willkürlich sei und gegen die Verfassung verstosse (vgl. act. 3). Davon kann nicht die Rede sein. Da der Beschwerdeführer den angefochtenen Entscheid innert der angesetzten Frist nicht eingereicht hat, ist androhungsgemäss im Verfahren nach Art. 108 BGG auf die Beschwerde nicht einzutreten.

Wegen der wiederholt mutwilligen Art der Prozessführung des Beschwerdeführers (vgl. z.B. Urteil 6B_957/2010 vom 13. November 2010) kann auf eine Kostenauflage nicht verzichtet werden.

Demnach erkennt der Einzelrichter:

Auf die Beschwerde wird nicht eingetreten.

2.
Die Gerichtskosten von Fr. 800.-- werden dem Beschwerdeführer auferlegt.

3.
Dieses Urteil wird den Parteien und der Cour d'appel pénale du Tribunal cantonal du canton de Vaud schriftlich mitgeteilt.
