Der Einzelrichter zieht in Erwägung:

Die Beschwerde vom 4. Februar 2014 richtet sich einerseits gegen ein Urteil des Verwaltungsgerichts des Kantons Zürich, 3. Abteilung, Einzelrichterin, vom 30. Dezember 2013 (VB.2013.00697; dazu unten E. 2) und anderseits gegen eine Verfügung des Amts für Justizvollzug des Kantons Zürich vom 14. Januar 2014 (Geschäfts-Nr. 2008/4898 MZ; dazu unten E. 3).

Das Bezirksgericht Winterthur ordnete am 4. Februar 2009 gegen den Beschwerdeführer eine stationäre Massnahme im Sinne von Art. 59 StGB an. Am 29. Juli 2013 verfügte das Amt für Justizvollzug die Weiterführung der Behandlung. Eine dagegen gerichtete Beschwerde wies das Verwaltungsgericht am 30. Dezember 2013 ab, soweit darauf eingetreten wurde (act. 2).

Soweit sich der Beschwerdeführer gegen den Entscheid des Verwaltungsgerichts wendet und beantragt, die Massnahme sei zu beenden (Beschwerde Ziff. 5), fehlt ihm ein rechtlich geschütztes Interesse an dessen Aufhebung im Sinne von Art. 81 Abs. 1 lit. b BGG. Das Amt für Justizvollzug hat den Beschwerdeführer in der Zwischenzeit mit Verfügung vom 14. Januar 2014 bedingt aus der stationären Massnahme nach Art. 59 StGB gemäss Beschluss des Bezirksgerichts Winterthur vom 4. Februar 2009 entlassen (act. 3). Folglich ist der Beschwerdeführer insoweit nicht mehr beschwert.

Soweit sich der Beschwerdeführer gegen die Verfügung des Amts für Justizvollzug des Kantons Zürich vom 14. Januar 2014 wendet, liegt kein letztinstanzlicher kantonaler Entscheid im Sinne von Art. 80 Abs. 1 BGG vor. Gegen die Verfügung steht ein Rekurs an die Justizdirektion zur Verfügung (act. 3 S. 3 Ziff. VII).

Auf die Beschwerde wäre auch nicht einzutreten, wenn die Verfügung vom 14. Januar 2014 letztinstanzlich wäre. Das Amt für Justizvollzug hat dem Beschwerdeführer unter anderem die Weisung erteilt, für die Dauer der Probezeit weiterhin einer Tagesstruktur im Rahmen einer geschützten Arbeitsstelle nachzugehen (act. 3 S. 3 Ziff. IV). Demgegenüber möchte der Beschwerdeführer einer freien Arbeit nachgehen (Beschwerde Ziff. 6). Er begründet indessen nicht, inwieweit die Weisung des Amtes für Justizvollzug seiner Auffassung nach gegen das Recht im Sinne von Art. 95 BGG verstossen soll. Insoweit erfüllt die Beschwerde die Anforderungen von Art. 42 Abs. 2 BGG nicht.

Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten. Auf eine Kostenauflage kann verzichtet werden. Damit wird das Gesuch um unentgeltliche Rechtspflege gegenstandslos.

Demnach erkennt der Einzelrichter:

Auf die Beschwerde wird nicht eingetreten.

Es werden keine Gerichtskosten erhoben.

Dieses Urteil wird den Parteien und dem Verwaltungsgericht des Kantons Zürich, 3. Abteilung, schriftlich mitgeteilt.
