Das Präsidium zieht in Erwägung:

Das Obergericht des Kantons Zürich trat mit Beschluss vom 7. Mai 2007 auf einen Rekurs des Beschwerdeführers nicht ein, weil die insoweit mangelhafte Rechtsschrift auch innert speziell angesetzter Frist nicht unterzeichnet worden war. Abgesehen von Ausführungen, die von vornherein nichts mit der hier einzig interessierenden Frage der fehlenden Unterschrift zu tun haben, und Vorbringen, aus denen nicht in einer dem Art. 106 Abs. 2 BGG genügenden Weise hervorgeht, inwieweit durch das angefochtene Nichteintreten die Grundrechte des Beschwerdeführers verletzt worden sein könnten, behauptet er, es gehe um "miese juristische Spielchen" der Oberrichter, die seinem seinerzeitigen Rechtsvertreter "verdient oder unverdient" eins hätten "auswischen" wollen (Beschwerde S. 1). Derartige unsubstanziierte Vorwürfe sind rechtsmissbräuchlich im Sinne von Art. 42 Abs. 7 BGG, worauf im Verfahren nach Art. 108 BGG nicht eingetreten werden kann.

Das Gesuch um unentgeltliche Rechtspflege muss in Anwendung von Art. 64 BGG abgewiesen werden, weil die Rechtsbegehren aussichtslos erschienen. Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG).
Demnach erkennt das Präsidium:

Auf die Beschwerde wird nicht eingetreten.
2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.
3.
Die Gerichtsgebühr von Fr. 800.-- wird dem Beschwerdeführer auferlegt.
4.
Dieses Urteil wird dem Beschwerdeführer, der Oberstaatsanwaltschaft des Kantons Zürich und dem Obergericht des Kantons Zürich, II. Zivilkammer, schriftlich mitgeteilt.
