Das Präsidium zieht in Erwägung:

Das Obergericht des Kantons Bern beschloss mit Entscheid vom 24. Mai 2007, die gegen den Beschwerdeführer durch Strafmandat vom 23. November 2005 ausgefällte Busse von Fr. 250.-- werde in acht Tage Haft umgewandelt. Soweit sich der Beschwerdeführer gegen das der Busse zugrunde liegende Nichtbeachten eines Lichtsignals wendet (Beschwerde lit. A), ist darauf nicht einzutreten, weil die Busse längst rechtskräftig ist und heute nicht mehr überprüft werden kann. Die kantonalen Richter wandelten die Busse gestützt auf Art. 49 Ziff. 3 Abs. 2 aStGB im wesentlichen mit der Begründung um, der Beschwerdeführer habe bloss behauptet und nicht nachgewiesen, dass er ausserstande sei, die Busse zu bezahlen. In der Beschwerde wird nicht geltend gemacht, dass diese Erwägung gegen das schweizerische Recht im Sinne von Art. 95 BGG verstosse. Unter diesen Umständen kann sich das Bundesgericht mit den finanziellen Verhältnissen des Beschwerdeführers (Beschwerde lit. B) nicht befassen. Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtsgebühr ist dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG).

Demnach erkennt das Präsidium:

Auf die Beschwerde wird nicht eingetreten.
2.
Die Gerichtsgebühr von Fr. 800.-- wird dem Beschwerdeführer auferlegt.
3.
Dieses Urteil wird dem Beschwerdeführer, dem Generalprokurator des Kantons Bern und dem Obergericht des Kantons Bern, 2. Strafkammer, schriftlich mitgeteilt.
