Das Bundesgericht zieht in Erwägung:

Das Obergericht des Kantons Zürich trat am 17. Dezember 2013 auf die Beschwerde gegen eine Verfügung des Bezirksgerichts Hinwil vom 30. Mai 2013 nicht ein, weil sie verspätet war.

Der Beschwerdeführer macht vor Bundesgericht sachgerecht ausschliesslich geltend, er habe die Verfügung des Bezirksgerichts Hinwil bis heute immer noch nicht bekommen (act. 6). Das hat die Vorinstanz auch nicht angenommen. Sie stellt fest, er habe die Verfügung auf der Post nicht abgeholt, weshalb sie dem Bezirksgericht retourniert wurde. Sie gelte indessen als zugestellt, weil der Beschwerdeführer mit einer behördlichen Sendung in der Sache habe rechnen müssen (Beschluss S. 3 E. 5). Zu dieser Erwägung äussert sich der Beschwerdeführer vor Bundesgericht nicht. Seine Eingabe genügt folglich den Voraussetzungen von Art. 42 Abs. 2 BGG nicht, weshalb darauf im Verfahren nach Art. 108 BGG nicht einzutreten ist.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG).

Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

2.

Die Gerichtskosten von Fr. 800.-- werden dem Beschwerdeführer auferlegt.

3.

Dieses Urteil wird den Parteien und dem Obergericht des Kantons Zürich, III. Strafkammer, schriftlich mitgeteilt.
