Der Einzelrichter zieht in Erwägung:

Die Beschwerde richtet sich dagegen, dass auf eine Strafanzeige des Beschwerdeführers wegen Betrugs nicht eingetreten und ein dagegen gerichteter Rekurs im angefochtenen Entscheid abgewiesen wurden. Da die Staatsanwaltschaft am kantonalen Verfahren beteiligt war, ist der Beschwerdeführer nicht Privatstrafkläger im Sinne von Art. 81 Abs. 1 lit. b Ziff. 4 BGG. Er wurde durch die angezeigte Straftat auch nicht in seiner körperlichen, psychischen oder sexuellen Integrität unmittelbar beeinträchtigt, weshalb er nicht Opfer im Sinne von Art. 81 Abs. 1 lit. b Ziff. 5 BGG in Verbindung mit Art. 1 Abs. 1 OHG ist. Als Geschädigter, der nicht Opfer ist, ist er zur vorliegenden Beschwerde nicht legitimiert (BGE 133 IV 228). Soweit er sinngemäss das Recht auf Verletzung eines fairen Verfahrens rügt, genügt seine Beschwerde den strengen Begründungsanforderungen von Art. 106 Abs. 2 BGG nicht. Darauf ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG).

Wie angedroht (vgl. rechtshilfeweise zugestellte Verfügung vom 1. Mai 2009) unterbleibt die Zustellung des bundesgerichtlichen Urteils an den Beschwerdeführer wegen nicht erfolgter Bezeichnung einer Zustelladresse in der Schweiz.
Demnach erkennt der Einzelrichter:

Auf die Beschwerde wird nicht eingetreten.

2.
Die Gerichtskosten von Fr. 800.-- werden dem Beschwerdeführer auferlegt.

3.
Dieses Urteil wird der Oberstaatsanwaltschaft und dem Obergericht des Kantons Zürich, III. Strafkammer, schriftlich mitgeteilt; das für den Beschwerdeführer bestimmte Urteilsexemplar bleibt zu dessen Handen im Dossier.
