Der Einzelrichter zieht in Erwägung:

Das Obergericht des Kantons Zürich trat am 27. März 2013 auf eine Beschwerde nicht ein, weil der Beschwerdeführer es unterlassen hatte, innert Frist eine in der Amtssprache Deutsch verfasste Verbesserung seiner Eingabe einzureichen. Mit der Frage der Amtssprache einer im Kanton Zürich einzureichenden Eingabe befasst sich der Beschwerdeführer vor Bundesgericht nicht. Folglich entspricht seine Eingabe nicht den Anforderungen von Art. 42 Abs. 2 BGG. Seine Ausführungen zur Sache sind unzulässig, da sich die Vorinstanz materiell mit der Angelegenheit nicht befasst hat. Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das nachträglich gestellte Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Der finanziellen Lage des Beschwerdeführers ist bei der Bemessung der Gerichtskosten Rechnung zu tragen (Art. 65 Abs. 2 BGG).

Demnach erkennt der Einzelrichter:

Auf die Beschwerde wird nicht eingetreten.

2.

Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.

3.

Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.

4.

Dieses Urteil wird den Parteien und dem Obergericht des Kantons Zürich, III. Strafkammer, schriftlich mitgeteilt.
