Der Einzelrichter zieht in Erwägung:

Im angefochtenen Entscheid wurde ein Gesuch um Erlass von Verfahrenskosten abgewiesen. Die meisten der betroffenen Verfahren seien durch querulatorische oder sonstwie rechtsmissbräuchliche Eingaben verursacht worden, weshalb von vornherein keine unzumutbare Härte angenommen werden könne. In einem Verfahren betrügen die Kosten nur Fr. 250.--, weshalb auch dem Beschwerdeführer, der vom Sozialdienst unterstützt werde, zuzumuten sei, den Betrag in Raten über einen Zeitraum von maximal zwei Jahren abzuzahlen.

Der Beschwerdeführer stellt in Abrede, dass er querulatorisch prozessiere, denn er setze sich vor den Gerichten nur für sein Recht ein. Sich für sein angebliches Recht einzusetzen schliesst für sich allein ein querulatorisches Verhalten indessen nicht aus. Der Beschwerdeführer müsste darlegen, inwieweit die Eingaben, um die es im vorliegenden Verfahren geht, im Gegensatz zur Auffassung der Vorinstanz nicht querulatorisch, sondern berechtigt gewesen sind. Da er dies unterlässt, genügt die Beschwerde den Anforderungen von Art. 42 Abs. 2 bzw. Art. 106 Abs. 2 BGG nicht. Darauf ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Seiner finanziellen Lage ist bei der Bemessung der Gerichtskosten Rechnung zu tragen (Art. 65 Abs. 2 BGG).

Demnach erkennt der Einzelrichter:

Auf die Beschwerde wird nicht eingetreten.

2.
Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.

3.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Bern, Strafabteilung, Beschwerdekammer in Strafsachen, schriftlich mitgeteilt.
