Der Einzelrichter zieht in Erwägung:

Da der Beschwerdeführer den angefochtenen Entscheid seiner Eingabe nicht beigelegt hatte, wurde er in Anwendung von Art. 42 Abs. 5 BGG mit Verfügung vom 27. Juni 2013 aufgefordert, den Mangel spätestens am 8. Juli 2013 zu beheben, ansonsten die Rechtsschrift unbeachtet bleibe. Nachdem er die Verfügung auf der Post nicht abholte, wurde ihm eine Kopie mit gewöhnlicher Post zugestellt. Da er mit einer gerichtlichen Sendung rechnen musste, gilt die Verfügung als zugestellt. Der angefochtene Entscheid ging nicht ein, weshalb auf die Beschwerde androhungsgemäss im Verfahren nach Art. 108 BGG nicht einzutreten ist.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Da der Beschwerdeführer seine Bedürftigkeit nur behauptet, nicht aber belegt (Beschwerde S. 16 Ziff. 11), kommt eine Reduktion der Gerichtskosten nicht in Betracht.

Ein Urteil des Bundesgerichts ist entgegen dem Antrag des Beschwerdeführers nicht mit einer Rechtsmittelbelehrung zu versehen (Beschwerde S. 17 Ziff. 14).

Demnach erkennt der Einzelrichter:

Auf die Beschwerde wird nicht eingetreten.

2.

Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.

3.

Die Gerichtskosten von Fr. 800.-- werden dem Beschwerdeführer auferlegt.

4.

Dieses Urteil wird den Parteien und dem Obergericht des Kantons Zürich, III. Strafkammer, schriftlich mitgeteilt.
