Der Einzelrichter zieht in Erwägung:

Am 3. Juli 2013 trat das Kantonsgericht Luzern auf eine kantonale Beschwerde gegen eine Nichtanhandnahmeverfügung der Staatsanwaltschaft nicht ein, weil das Rechtsmittel ungenügend begründet war. Vor Bundesgericht kann es folglich nur um die Begründungsanforderungen des kantonalen Rechtsmittels gehen. Dazu äussert sich der Beschwerdeführer mit keinem Wort. Die materiellen Ausführungen zur Sache sind unzulässig. Folglich genügt die Beschwerde den Anforderungen von Art. 42 Abs. 2 BGG nicht. Darauf ist im Verfahren nach Art. 108 BGG nicht einzutreten. Die Frage, ob der Beschwerdeführer gegen die SUVA überhaupt Zivilansprüche stellen könnte und zur Beschwerde legitimiert ist (vgl. Art. 81 Abs. 1 lit. b Ziff. 5 BGG), kann deshalb offen bleiben.

Das Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Ausnahmsweise kann auf eine Kostenauflage verzichtet werden.

Demnach erkennt der Einzelrichter:

Auf die Beschwerde wird nicht eingetreten.

2.

Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.

3.

Es werden keine Kosten erhoben.

4.

Dieses Urteil wird den Parteien und dem Kantonsgericht Luzern, 1. Abteilung, schriftlich mitgeteilt.
